It says you can't do program tests until Milford does, and you can't apply 
for a license to cover until Milford does.

According to the FCC database, the license for W267CD in Milford was 
granted on January 6, 2017, so Milford isn't holding you up.

It says you have to measure the impedance for the two AM stations after 
construction of the translator is complete, and sumbit an application for 
direct measurement of power for both stations before you can apply for a 
license to cover. But you can build right now, and even run the translator 
under program test authority.

The CP also claims WNTN is licensed to Cambridge. I'm surprised they 
allowed that, since Cambridge is served by WHRB, WMBR, and WJIB (and I 
think also WLVI). I thought you could only change to a community that 
lacks first local service, e.g. Somerville or Belmont.

WNTN's move is questionable; why drop power to a few hundred watts and 
diplex with WJIB, when you can put up a Valcom whip antenna for about 
$50,000 and run up to 5 KW?
