The rules are a little looser for class D AMs. In this case, I believe 
part of the showing was that Methuen was even more underserved than 
Beverly.

This is not the first such move in recent memory; WSRO 1470 left 
Marlborough with no licensed service when it became WAZN in Watertown a 
few years ago.
