I heard years ago that Verizon kept saying that they weren't in 
Brookline because they weren't given a permit by the Town.  So I asked 
the Town authorities why that was, and the answer was that Verizon never 
applied.  As I recall, Verizon wanted the state to authorize them to 
by-pass local authorities, and, in the face of great opposition, the 
Legislature rejected the idea.
