I don't know what rules applied to TV stations, but it used to be that 
radio stations had to have main studios in their communities of license, 
which was Boston for WJIB and Cambridge for WCAS.

There were exceptions; when I joined WUNR/WBOS (both Brookine) in 1980, 
both stations had their main studios at the WUNR transmitter site in 
Newton.
