It is likely not harmonics, but spurs from a transmitter that does not meet the Part 73 or Part 74 limits for out-of-band emissions. This has happened to licensed broadcasters using badly maintained or improperly modified transmitters. For an example involving an FM translator on 91.9 (though short on technical details) see this 2007 NoV:
