I don't believe that is the case. The FCC is very much aware of this
station. I don't know if it was Greater Media/WROR that turned them in or
what, but on 1/27/07, they received a Notice of Unlicensed Operation:

1/29/08, they were fined $17,000

I highly doubt that fine was ever paid.
