Channel 21 Concord NH down to 2 subchannel while Channel 68 is up to 4

Must carry means just that, the cable system must carry the station.  There is no money exchanged, in lieu of asking the cable system to pay, a station can invoke must carry and must be carried by the cable (or satellite) system.
