The rules were very different in "the old days".  The language in the
current rule -- particularly the bit about "no other insertion is
permissible" -- is relatively recent.  (They didn't even have cities
of license back then -- they went by the transmitter location, on the
assumption that it would always be next to the studio and in the
community the station served.  It wasn't until the Radio Act of 1927
that the newly-minted FRC started issuing stern letters to stations
about unauthorized studio moves.  Even now, the rule says "the
community specified on the license as the station's location" -- they
just have a different understanding of "location" than they once did.)
