Instead of:

I should have written:

The FM band is immediately ___below___ the VHF aviation band

That's what I get for posting a message before finishing my coffee. In any case, spurious emissions from the pirates' transmitter are probably to blame - I doubt very much that they used a spectrum analyzer to check it for spectral purity.
