I don't know the philosophy behind that decision, but it allowed for a 
couple of minutes of dialog, "patter" if you will, between air personalities 
at shift change.  I always enjoyed that on WBZ, and it wouldn't have been 
nearly as spontaneous if the shift changes were at the top of the hour 
leading in to a newscast.
