While it is certainly weak (I'm being nice) on the technical stuff, it
reveals
the thought process as to why they  thought this is a good idea.

Judging from the number of spelling and grammatical errors, I'd
guess this was written by one of the students at the station.
Perhaps a course called "Proofreading 101" is needed.
