WSEW has a license for 3.2 kW @ 172 meters above average terrain, a
Construction Permit for 6.5 kW at 219 m, and has applied for 10 kW at 172 m,
all on the same tower, each with a different directional antenna pattern.
That's what the FCC paperwork says, at any rate.
"Non-directional" antennas (omni-directional, actually) are granted
automatic program test authority ("PTA") unless the authorization specifies
otherwise. Often, this condition is placed on the authorization because of
concerns about RF exposure, but there are other reasons why the FCC would
want to see some paperwork or results of a study of some kind before issuing
the PTA or license.
Directional antennas are not granted automatic PTA. They can go on air at
50% power while the FCC reviews the required paperwork submitted by the
antenna manufacturer, the surveyor, and the engineer in charge of the
installation. They may be granted a station license directly, or they may
be granted PTA, depending on the circumstances.
