Wouldn't it have to be licensed in Canada, with Canadian call 
letters?  Wasn't there a Winsor, Ontario station that used to ID 
(though probably not legally) with Canadian call letters and Detroit 
for a location?

And wasn't/isn't there at least one Mexican-licensed station 
broadcasting mainly to Southern California?
