Section 301 of the Communications Act would appear to prohibit such an arrangement, since its wording grants the FCC no jurisdiction over a radio station not transmitting from a "State," "Territory," "possession" of the United States or the District of Columbia...but YMMV since IANAL...bye bye, buy bonds...
