It's not up to them.  (Except in the limited sense of how they market
themselves.)

If the RF channel the new station is licensed on is the PSIP channel
of an existing station (i.e., the existing station had its former
analog service on the new station's channel), then the new station
must use the RF channel of the existing station as its PSIP channel.
Otherwise, the new station must use its RF channel as its PSIP
channel.  It's possible that this won't work in a few cases, and there
is some sort of process for coordinating the selection of an alternate
virtual channel number.
