IIRC it was effective in time for the 1996 election cycle.  It was supposed to prevent confusion between commercials purchased by the candidate or his/her committee (which are subject to lowest-unit-rate requirements) and commercials in support of a candidate which were not bought by that candidate or committee (which can be charged at a higher rate).
