Public Access was a good idea but I think it is almost at the end.

The satellite operators are exempt. Can you imagine if they had to
uplink every access channel? Verizon and AT&T are trying to avoid it.

Reality today is the meetings can be streamed online. Boston had some
very good access networks in the area and they did serve the purpose.
