Because transmitters and broadband antennas are not cheap.  If you've
already bought the channel 29 transmitter and antenna (let's say), and
90% of your viewers are cable or satellite households who won't notice
anyway, why spend the money to go back to channel 27 when there's no
long-term benefit?
