Except that the original idea was that they were supposed to be built into the TV sets, not the cable boxes, thus obviating the need for a cable box.  Not having it needlessly complicates things.

What the cable companies really ought to be doing, IMHO, is permissioning at the pole drop, before any signals enter the house.  But, that's another discussion.
