unlicensed LP-FM in today's Boston Globe

Okay fine, I am happy that the black community has its own radio 
station, now that WILD is gone, but the owners of said station seem 
to believe they don't need a license for their LPFM, and they are 
sufficiently confident of this that they did a BIG story (with 
pictures) in today's Boston Globe.  Will the FCC move to shut them 
down the way they did Radio Free 
Allston?????
