Not entirely.  While the population to be served by those signals is
certainly a factor, so is skywave protection of the (at the time) 1-A
signals on those frequencies.  WRKO's nulls protect KNBR/SF, WEEI's
protect KOA/Denver, and WMEX's protect WLAC/Nashville.
