I wish they would.  I've seen enough instances of inspectors passing 
things that didn't deserve to pass, often without even bothering to 
do an inspection.  This happens regularly in housing code 
enforcement.  Sometimes it can be attributed to incompetence or 
laziness, sometimes one suspects other motives, but nothing can be 
proven.
