I think this is true.  I remember a couple of years ago on the "West 
Wing" Yahoo e-group, someone wondered why, in her area, West Wing 
reruns were running on ABC, when the show was airing on NBC.  Some of 
us tried to explain that it wasn't running on ABC, it was running on 
her local station, which happened also to be an ABC affiliate, but it 
was hard getting that point across.
