The latter choice is not an option if the ID is to be done legally.  The
call sign is whatever it says on the FCC-issued station license, with
any FCC amendments such as a call sign change.  If it says Wxxx-FM or
Wxxx-TV on the license, and the station hasn't received a postcard
allowing them to drop the suffix, then the suffix is an official part of
the call sign and must be used as is in the legal ID.
