NBC cable weather channel

Being one of those annoying "While we're on the subject" people, I need to
ask:  Doesn't the gradual conversion to DT presuppose that all cable systems
will have to accommodate it?   The management of our local system doesn't
seem to be moving in that direction --- at least I haven't seen any
indication of such.  What sort of technology is involved?  Is it horribly
expensive for cable companies?  (Remember, I'm a layman . . .).
