Dan recalls correctly.  I used to consult a station in Rapid City and had 
the opportunity to research the WCAT calls, which go back to May of 1922 
(actually they go back under ham radio calls even earlier); they originally 
belonged to an engineering and mining college (among whose faculty was a 
rare-- for those days-- woman engineer).
