That brings up a point:  What about paging services that do just
that (usually reporting a working fire)?  If one of them reported
that "police are responding to a report of people possibly landing
on the roof of the Tip O'Neil building", aren't they culpable--and
what about a station that uses THAT as a "confirming" source?
