I think that is what is going on here.

Interesting to note that the press conference got significant coverage in
both print and TV, but the only story that I read or heard that mentioned
the tax proposal was on Maine Public Radio.  I guess the folks that were
targeted by the proposal decided to just leave that part out.  I wonder why?
