Not sure it was actually implemented in Fla.  A friend of mine used to send 
me airchecks of Tampa radio (mostly Q-105) and I recall on one of them the 
morning show going into a major rant about it urging listeners to 
write/call their reps.  IIRC the law got repealed before it was to take effect.
