Whose policy is that?  It's not the CRTC's policy, surely.  (The
CRTC's principal policy in that direction seems to be one of signal
parity in market.)

By the time ``someday'' arrives, there will be no more FM channels
available in most major Canadian cities.  For some of these operators,
it would be their third FM anyway, which the CRTC usually does not
permit.
