Portsmouth LPFM Radio station seeks to place antenna atop Music Hall

Why didn't they have to file an antenna location with their 
application...wouldn't HAAT and location have to do with their pattern and co-channel issues?

Or does this require a modification to their license? Maybe I missed 
something here...
