Non broadcast Question

Two NH TV station did a piece yesterday on a Bow NH resident running his
own private radar gun to record speeders and then call police. He called
police over 100 times and the police are going to court to get him to
stop.

Doesn't this gentleman, and the police, need an FCC license to "transmit"
radar signals?
