It was Newton J. Minow, chairman of the FCC during the Kennedy Administration, circa 
1962.  Shortly after that, on a TV variety show, Jimmy Durante announced, "Da next hour will 
be devoted to upliftin' da quality of television.  At least, Newt, we're tryin'!"
