I got the date from Radio-Locator.com, and before you groan - that IS the expiration date on the CP.  Read that CDBS entry a little more closely:

It says the CP was granted 9/14/2000 but clearly says "Expiration Date 10/29/2003".  I agree it's an odd date...why the extra six weeks?
