RE: Channel 38's superstation status lives on
The closest UPN affiliates to State College would be either WNPA (19,
Jeannette) or WLYH (15, Lebanon). Neither would provide much of a signal up
there OTA, and are outside of the State College DMA - so there is no
must-carry...
Heck, 19 doesn't provide much OTA signal to Pittsburgh, the DMA it's
marketed to cover... though the DTV buildout is on the (co-owned) KDKA (2,
Pittsburgh) tower here in the North Hills.

Why wouldn't the cable system in State College carry a closer UPN
station from Harrisburg, or even Philadelphia or Pittsburgh?
