Not in general, although the FCC would, I think, take a dim view of a
for-profit enterprise LMA'ing a non-commercial station.  (That's
probably why the non-profit front group is being created.)

The real question is: what's in it for the /Sun/?  The underwriting
rules are pretty strict on this sort of thing, and that's one set of
rules that the Commission seems to have no trouble enforcing (usually
against the stations that least deserve it, natch).  They will have
difficulty getting any sort of promotion from the radio station, since
we all know that the competition will be ready to file a complaint if
they do.
