A large number of the apartments in the immediate area are rented by 
students attending any number of colleges and graduate schools, 
including BU, Massachusetts Conservatory, Wheelock, Emmanuel, Berklee 
and Northeastern. There would be relatively few voters in the immediate 
neighborhood as compared to other neighborhoods in the city.

IIRC, most of the controversy over the Park expansion was not generated 
by residents, but by the adjacent business owners.
