This is just a guess, but if they used "N.Y.F.D.",
the "F" would look too close to being a "P". You
might have a fireman (or some sort of official in
the department) wearing a hat saying "N.Y.F.D." and
people might think it's saying "N.Y.P.D." (unless
they get a closer look at the apparel.) So maybe they
put down "FDNY" so there won't be any confusion.
