When did WWBI-LP get the UPN affiliation back? Last I
knew, they lost the UPN affiliation to WBVT (channel
39) in Burlington VT, which is viewable over the air
in Plattsburgh proper and had previously been a WB
affiliate. After that, I remember WWBI was running
mostly Pax network programming and other independent
fare. This must be a fairly recent occurrence...

Big side note here: if WWBI-LP is now getting cable
carriage in Montreal, I sure hope they've improved (or
will soon improve) themselves since the last time I
watched them. It was very obvious in the spring of
1999, and the preceding couple years before that, that
they were a very low budget operation. Poor picture
quality, transitions between network and local
programming were very jumpy and noticeable, the 2 or 3
in house produced and aired commercials looked like
something you would've seen on a low budget public
access channel in the 80s, their non-network audio
chain sounded awful, and overall the station just
looked very cheaply run. I am very surprised that
Videotron Cable would pick up a channel of this low
quality, unless they've changed this situation since
last I watched them.
