There never has been a "legal term" of "chief engineer."  There always has been a requirement for a "chief operator," whose primary function is to insure FCC rule compliance.  There were, at one time, various licensing requirements for those performing transmitter operation, maintenance and repair, but those rules were completely gutted almost 30 years ago.  FCC operator licenses are no longer required in any broadcast service.
