Letting the market decide.

Canada has adopted the same ATSC basket of standards the US is using. Like 
the US, it's assigned each analog station a second digital channel; unlike 
the US, it has no fixed time frame for stations to switch to digital.

So far, only one station - CITY-TV in Toronto - has signed on its DTV 
transmitter (CITY-DT 53); the CBC has said it doesn't have the money to do 
a DTV conversion (which means they'll eventually get it from the Canadian 
government one way or another), and most of the private broadcasters will 
wait and see how things go down here first.

In the meantime, the satellite services and many digital cable systems 
carry US DTV signals from Boston, Detroit and Seattle.
