Nope...it's just Canada, where over-the-air transmission is little more
than a convenient way to feed the cable headend.
"Toronto One" is - or will be - CKXT, channel 52, running a fairly healthy
full-power UHF signal (at least a few hundred kw,
if memory serves) from the Bank of Montreal building downtown (the CN Tower
is, and has long been, effectively full - it
wasn't designed to handle the amount of FM and TV now on the air there.)
Of course, nobody will watch Toronto One on channel 52, or know that the
calls are CKXT. It'll get a cable berth "between
2 and 13," which means something will have to be displaced from this lineup
(Rogers Toronto - but it's pretty much the same
anywhere in the "Golden Horseshoe" from Niagara up to Toronto and Oshawa):

5 TV Guide (but ingress problems from CBLT 5 make it hard to put anything
useful on this channel)

Keep going up the digital package and eventually, if you pay enough, you
also get stations from Calgary, Winnipeg, Vancouver and even DTV signals

My guess is that Toronto One will get channel 12 or 13 on the system and
push CBLFT or TFO up the dial...
