Anybody (besides me) seen the low-power station on Ch 15 in Portland?
(listed in bostonradio.org as "WLLB-LP.") For the past three *months*
(at least) it has been airing only an on-screen slate that reads:

"Attention: Your EXPLORER Settop is NOT AUTHROIZED for use. Please call
(207) 253-2222"

I think the slate airs 24/7. I'm not enough of a geek to call the number
and find out what the problem is. But it is irritating that a licensee
would operate a station in this manner. If you can't run it responsibly,
why not just turn off the tx and turn in the license? Or does this meet
the FCC's 'public service' criteria?
