I believe that when Justice Breyer was nominated to the Supreme Court, it was mentioned 
that he was the architect of airline deregulation, when he worked in Ted Kennedy's office, 
and that this was during the Carter Administration.  I believe that the movement for 
deregulation began during Carter's Presidency, though I think that most of the deregulation 
didn't get going until Reagan was in office.
