Koppel's introduction of the piece specifically mentioned Reagan and the
repeal of the Fairness Doctrine.  He clearly intended to link that issue
with the rules at issue today.  Later, the guest was identified as one of
the two Democrats on the Commission opposing the proposal of Powell and the
other Republicans.
