Must carry rules?

COX cable in RI is restoring 4 5 and 7 in Pawtucket and Woonsocket 
according to the Pawtucket Times and the reason they give is must 
carry.

In Mass 6 10 and 12 are carried by and large from Brockton south by 
Comcast and Adelphia. They are also still carried in Worcester.

How exactly is must carry computed these days? The Boston stations have 
always had a clean signal into RI though the revese was not the case ( 
urban legend has Great Blue Hill blocking 10 and 12 from inside 128) and 
of course 6 was washed out by 5.

This noontime the news on WJAR was a farce as you could see the 10 
anchor watching Victoria Block on 7 on the MGH shootings...it was 
comical to watch.

I love 10 news however, you get the feeling your neighbor is stopping in 
for coffee something Noston lost decades ago.
