Until the first wave of deregulation hit in the 1970's they cared a great deal about it. Applicants were not granted CP's unless they could prove to the satisfaction of the FCC that they had the financial means to run the station for at least one license term (in those days, three years). It kept the fly-by-nights and the over-extended-to-within-an-inch-of-their-lives out of the broadcasting business, and forced even the well-financed applicants to actually come up with a realistic financial plan.
