It could be, but not by much, and there's not much reason to, and it
would cost a lot of money that probably just isn't there.  Any change
in facilities would put them at the ``end of the line'' as far as
protection from interference goes.

If they really wanted to do a significant upgrade, they would probably
have to do something like a 25-kW, class-minimum efficiency,[1]
five-tower teardrop pointed due north from Charlotte or Ferrisburg.
It would probably take a good ten years just to get environmental
approvals for such a facility, and it wouldn't significantly improve
the signal to the east or south.  (It would improve the signal in
Charlotte and Shelburne.)  Doing so would likely cost millions -- for
what end?

[1] The existing 90-degree WVMT towers are already close to minimum
efficiency.
