FCC public FM database--polar pattern plots

For FMs that use DAs, the FCC's public FM database now provides links to polar
pattern plots. For these stations, the database itself also includes
tabulations of the relative horizontal-plane field intensities at 10-degree
increments around the compass. Can somebody please tell me whether the ERP
listed for directional FMs is the RMS of the listed intensities (as it is for
the directional patterns in the AM database) or whether the only azimuths at
which the specified ERP is delivered are those at which the relative intensity
is shown as 1.000? In the case of WBUR, for example, the intensity is listed as
1.000 only at an azimuth of 10 degrees (clockwise from true north). (WBUR's
pattern rather resembles the current patterns of AMs WRCA and WUNR--in WRCA's
case, the night pattern.)
