If you want to call those 1.6 cent/minute out-of-zone calls "toll 
calls," then even Boston stations should set up local numbers in Hyde 
Park and Brighton.  Although those neighborhoods are all part of 
Boston, Hyde Park to Boston Central is not a local call.  Neither is 
Brighton to Dorchester.
